With regard to the heroin trafficking routes used by organized crime networks, the situation remains stable.

Heroin continues to be trafficked on Afghanistan – Pakistan – Iran – Turkey – Greece – the former Yugoslav states and Western European states, which is the traditional Balkan route to Romania, England and the Netherlands. Romania is part of the northern arm of the Balkan route, along with Bulgaria and Hungary. Cocaine comes from Colombia, Bolivia, Peru and Venezuela and generally follows the route Spain – France – Austria – Hungary to Romania or South America – West and Central Africa – Romania – to Central and Western Europe. This type of drug is found mainly in big cities – Bucharest, Timisoara, Constanta – being a drug with a high selling price, a luxury drug, expensive for the economic level of most consumers in Romania.

Cannabis comes from Spain, Greece, Bulgaria, the Netherlands or Albania, transits Serbia or Bulgaria, depending on the route followed, and enters Romania through Hungary. The significant increase of the local cannabis cultures highlights the reorientation of the activity of the traffickers, in order to avoid the risks determined by the possible international transports.

Synthetic drugs have experienced a significant expansion on the Romanian market in the last two years, taking into account the fact that in addition to the classic substances, derivatives known as “designer drugs” have also appeared. These new substances with psychoactive properties have been improperly called ethnobotanical or legal.

The presence on the Romanian market of these drugs was also determined by the free movement of persons and goods, but also by the price differences for synthetic drugs sold on the Western European market and those sold on the Romanian market (in Romania the prices of these substances are higher than in Western Europe). Also, in Romania, there were attempts to set up laboratories for the production of these substances.
Synthetic drugs (amphetamines, methamphetamines, ecstasy) continue to come from Western European countries, especially the Netherlands, and their mode of transport is either by parcel system, or by air or land, in the latter case using the personal cars of Romanian citizens. returning from the West.

In 2012, law enforcement agencies discovered and seized 794,328 kg, 16,528 tablets, 3,726 liters and 104 doses of drugs, of which:
high risk drugs: 115.117 kg, 14,471 tablets, 2,643 liters and 104 doses;
 risk drugs: 679,211 kg, 2,057 tablets 1,083 liters.
Compared to 2011, in 2012, there is a significant increase of about 60% in the total amount of drugs confiscated. Grass cannabis (marijuana) continues to be the most confiscated type of drug in the country, with a share of 42.18% (335,085 kg.) Of the total amount of drugs confiscated, followed by cannabis plant seizures in proportion of 37 , 78% (300,080 kg) of the total confiscations.
