Counter-narcotics protocols are a set of measures and actions taken by government authorities and international organizations to prevent and combat illicit drug trafficking. Here are some of the main actions that can be taken to counter drug trafficking:

Prevention interventions: These can include protocols education and awareness programs to prevent drug use, as well as primary and secondary prevention programs to identify and intervene early with people who have started using drugs.

Suppression interventions: These may include police and intelligence operations to identify and arrest drug traffickers, as well as actions to confiscate and destroy illicitly acquired drugs and property.

Interdiction interventions: These may include actions to intercept and seize drugs in transit, as well as actions to disrupt drug financing and distribution networks.

International cooperation interventions: These may include actions to cooperate with other nations and international organizations to share information and coordinate actions against drug trafficking.

Growing alternatives interventions: These may include economic development and agricultural support programs to encourage farmers to grow alternatives to drug plants.

Counter-narcotics protocols must be tailored to the specific needs and characteristics of the drugs in question and the geographic areas where they are grown and transported. In addition, counternarcotics actions must be conducted in a fair and human rights-friendly manner, avoiding violence and discrimination.

The main government agencies involved in international and national drug law enforcement

Drug risk education and awareness-raising: this is one of the main prevention strategies, which aims to provide correct and up-to-date information about the risks of drug use to people of all ages. Education and awareness can be carried out through communication campaigns, school programs, awareness events, and community initiatives.

Primary prevention: this strategy aims to prevent the initiation of drug use among people who have not yet used drugs. Primary prevention includes education programs in youth and parents, which can provide information about drug risks and how to avoid drug use.

Secondary prevention: this strategy aims to identify and intervene early with people who have started using drugs, before they become addicted. Secondary prevention includes screenings and assessments to detect drug problems, as well as specific interventions to prevent continued drug use.

Treatment and rehabilitation for those suffering from drug addiction: this strategy aims to provide help and support to people suffering from drug addiction in order to help them stop using drugs and regain control of their lives. Treatment and rehabilitation can include different forms of therapy, such as behavioral therapy and drug therapy, as well as residential rehabilitation and community support programs.

Harm reduction interventions: this strategy aims to reduce the harms associated with drug use for people who are unable or unwilling to stop using drugs. Harm reduction interventions may include distribution of clean syringes to prevent HIV infection and hepatitis C, as well as support programs to help people manage the negative effects of drug use.

Rehabilitation and social reintegration interventions: this strategy aims to help people regain control of their lives after they stop using drugs, through rehabilitation programs.

Some of the main government agencies involved in international and national drug enforcement

ONU Office on Drugs and Crime (UNODC): This ONU agency is responsible for coordinating the global fight against drug trafficking, organised crime and terrorism. It conducts research, training and technical assistance to help countries develop and implement counter-drug policies and programmes.

DEA (Drug Enforcement Administration) in the USA: This US federal agency is responsible for the enforcement of laws against illicit drug trafficking in the United States. The DEA conducts investigations, arrests and seizures to combat drug trafficking and associated criminal organisations.

Interpol: This international police organisation is responsible for international cooperation to combat crime, including drug trafficking. Interpol provides support to national police forces by sharing information and coordinating operations.

Europol: This European Union agency is responsible for international cooperation to combat crime, including drug trafficking, in the European Union. Europol provides support to national police forces through information sharing and coordination of operations.

Reitox national focal points: In Europe there are Reitox national focal points, a network of national agencies that collect and share information on drug use, drug policies and interventions and the social and health consequences of drug use.

Direzione Nazionale Antimafia e Antiterrorismo (DNA) in Italy: This Italian agency is responsible for the fight against organised crime, including drug trafficking. The DNA carries out investigations, arrests and confiscations to fight criminal organisations associated with drug trafficking.

These are just a few of the main government agencies involved in the fight against drugs, of course in each country there are specific agencies that deal with the fight against drugs.
